Application for Collaborative Innovation Seed Fund (Open Project) of Joint International Research Laboratory of Silk Road Multilingual Cognitive Computing
丝路多语言认知计算国际合作联合实验室（以下简称为实验室）致力于重点解决“信息丝绸之路”及“网络空间安全”建设所需的关键技术。实验室建设为促进与“丝绸之路经济带”沿线国家的语言相通，促进新疆大学“双一流”大学的建设，使实验室成为我国和中西亚国家的高层次多语种智能信息处理人才培养的高地，形成一系列具有自主知识产权的基础理论、关键技术和产品。为充分发挥国际合作联合实验室的科研平台作用，加强国内外科研合作与交流，特设立协同创新种子基金（开放课题），对国内国外相关合作高校研究人员开放，以支持国外合作人员来本实验室开展研究工作。
The Joint International Research Laboratory of Silk Road Multilingual Cognitive Computing (hereinafter referred to as the Laboratory) is committed to solving the key technologies required for the construction of the "Information Silk Road" and "Cyberspace Security". The establishment of the Laboratory aims to promote language connectivity with countries along the "Silk Road Economic Belt", to advance the construction of Xinjiang University as a "double first-class" university, and to make the Laboratory a highland for cultivating high-level multilingual intelligent information processing talents in China and Central and West Asian countries. It also aims to develop a series of basic theories, key technologies, and products with proprietary intellectual property rights. To fully leverage the role of the Laboratory as a scientific research platform and to strengthen international and domestic scientific research cooperation and exchange, a Collaborative Innovation Seed Fund (Open Project) has been specially established. This fund is open to researchers from domestic and foreign cooperative universities to support their research work in the Laboratory.
（一）课题指南
本年度，实验室开放课题拟重点支持以下研究方向：
1.中亚国际中文智能学习与评测技术研究
2.中亚多语种多模态大语言模型技术研究
3.中亚移动社会网络舆情跟踪与态势分析
4.中亚多语种多媒体内容安全鉴别技术研究
I. Research Guidelines
This year, the Laboratory's Open Projects will focus on the following research directions:
1. Research on International Chinese Intelligent Learning and Evaluation Technology in Central Asia
2. Research on Multilingual and Multimodal Large Language Model Technology in Central Asia
3. Public opinion tracking and situation analysis of mobile social networks in Central Asia
4. Research on security authentication technology of multilingual multimedia content in Central Asia
（二）课题经费与资助标准
开放课题经费来源于实验室专项科研基金，每年设立2项开放课题，每项课题10万元，研究期限一般为2年。
II. Funding and Support Standards
The funding for the Open Projects comes from the Laboratory's special scientific research fund. Two Open Projects will be established each year, with each project receiving 100,000 yuan, and the research period is generally 2 years.
（三）课题申请
1.申请条件
课题申请者应隶属于国际合作联合实验室的中方教师，一般为具有博士学位或副教授以上技术职称的科研人员，每位申请人同期只能申请一项开放课题。课题必须跟中亚合作高校共同申报，须有2名外方合作人员参与。
2.申请材料
申请人需要征求所在单位同意，并填写《国际合作联合实验室开放课题申请书》（见附件1），打印后将申请书一式三份送至实验室。
III. Project Application
1.Eligibility
Project applicants should be Chinese teachers affiliated to the Joint International Research Laboratory, generally scientific researchers with doctoral degrees or technical titles above associate professors, and each applicant can only apply for one open project at the same time. The project must be submitted jointly with the cooperative universities in central asian, and two foreign partners must participate.
2.Application Materials
Applicants need to obtain the consent of their respective units and fill in the "Application Form for Open Project of Joint International Research Laboratory" (see Attachment 1). After printing, three copies of the application form should be sent to the Laboratory.
（四）课题实施与管理
实验室开放课题经费由课题负责人及成员使用，主要用于开展本课题研究有关的科研与合作交流事项，包括：外国专家到中国/国内其他地方的差旅费、版面费、会议注册费、材料费等。不得设立劳务费、打字复印费。经费原则上不转出实验室，所有开销由课题组成员按新疆大学有关经费规定持相关材料在实验室报销，由实验室成员及时处理。课题一般需有至少一名本实验室固定人员和两名外方人员联合申报并参与实施，若前期未能与成员确认，可在课题立项后添加。课题按照省部级科研项目给中方校内合作导师认定绩效，但中方校内合作导师和成员不能使用项目经费。
IV. Project Implementation and Management
The funding for the Open Projects is used by the project leaders and members, mainly for scientific research and cooperative exchange activities related to the project, including: travel expenses for foreign experts to China/other domestic places, publication fees, conference registration fees, material costs, etc. Labor fees and Typing, photocopying fees are not allowed. In principle, the funds will not be transferred out of the Laboratory. All expenses will be reimbursed by the project team members in accordance with the relevant financial regulations of Xinjiang University, with the relevant materials held in the Laboratory, and the Laboratory members will handle them in a timely manner. Generally, the project needs to be jointly applied and implemented by at least one fixed member of our laboratory and two foreign personnel. If it is not confirmed with the members in the early stage, it can be added after the project is established. The project will recognize performance for the Chinese university's internal cooperative mentor according to the provincial and ministerial-level scientific research projects, but the Chinese university's internal cooperative mentor and members cannot use the project funds.
（五）课题结题验收
课题资助期满后，课题负责人应在3个月内完成课题结题工作，并向实验室提交结题验收申请。
1.验收材料
提供《国际合作联合实验室开放课题结题验收报告》（见附件2），内容包括课题研究工作总结、研究成果详细介绍（包括论文、专利、软件、技术报告等）、成果应用情况、经费使用决算报告等。相关研究成果的证明材料，如发表论文的期刊封面、目录、论文全文；专利证书；科研奖励证书；成果应用证明材料等。
2.验收标准
完成课题申请书规定的研究任务，达到预期研究目标，取得相应的研究成果。研究成果具有一定的创新性和学术价值或应用价值，录用EI检索以上级别的论文2篇，相关成果须与新疆大学联合发表。项目期间，至少2名合作高校专家到新疆大学进行一次学术讲座。课题经费使用合理、合规，经费决算报告与实际支出相符。
3.验收程序
实验室对结题验收申请材料进行审核，审核合格后组织专家进行验收。验收专家根据验收标准对课题研究成果进行评价，形成验收意见。验收意见分为优秀、良好、合格、不合格四个等级。
V. Project Conclusion and Acceptance
After the funding period of the project is completed, the project leader should complete the project conclusion work within 3 months and submit an application for conclusion and acceptance to the Laboratory.
1. Acceptance Materials
Provide the "Conclusion and Acceptance Report for Open Project of Joint International Research Laboratory" (see Attachment 2), which includes the research work summary of the project, a detailed introduction of research achievements (including papers, patents, software, technical reports, etc.), application of achievements, financial expenditure final account report, etc. Supporting materials for research achievements, such as the cover, table of contents, and full text of published papers; patent certificates; scientific research award certificates; proof of achievement application, etc.
2.Acceptance Criteria
Complete the research tasks specified in the project application, achieve the expected research objectives, and obtain corresponding research results. The research results have certain innovation, academic value or application value. Accept 2 papers with EI retrieval level or above, and the relevant results must be jointly published with Xinjiang University. During the project, at least two experts from cooperative universities will give an academic lecture at Xinjiang University. The use of project funds is reasonable and compliant, and the final report of funds is consistent with the actual expenditure.
3.Acceptance Procedure
The Laboratory will review the application materials for conclusion and acceptance. After the review is qualified, experts will be organized to conduct the acceptance. The experts will evaluate the research achievements of the project according to the acceptance criteria and form an acceptance opinion. The acceptance opinion is divided into four levels: excellent, good, qualified, and unqualified.
（六）成果管理与共享
开放课题研究形成的成果归实验室和课题负责人所在单位共有。课题负责人应积极推动研究成果的转化和应用，为社会经济发展服务。
课题负责人在发表研究成果时，论文作者单位须标注学校及实验室，署名信息如下：
中文：新疆大学，丝路多语言认知计算国际合作联合实验室
英文：Joint International Research Laboratory of Silk Road Multilingual Cognitive Computing, Xinjiang University
发表的论文、专著、专利等其他成果，应标注国际合作实验室开放课题资助信息，如“本研究得到丝路多语言认知计算国际合作联合实验室开放课题（课题编号：[具体编号]）资助”，英文为：“Supported by the Open Project of Joint International Research Laboratory of Silk Road Multilingual Cognitive Computing (No.*****)”。实验室有权对开放课题研究成果进行宣传、推广和应用，促进学术交流与合作。

VI. Management and Sharing of Achievements
The achievements formed by the research of the Open Projects are jointly owned by the Laboratory and the unit where the project leader is located. The project leader should actively promote the transformation and application of research achievements to serve the social and economic development.
When the project leader publishes research achievements, the author's unit should be marked with the university and laboratory, as follows:

Papers, monograph, patents, and other achievements published should be marked with the funding information of the International Cooperation Laboratory's Open Project, such as In Chinese:“本研究得到丝路多语言认知计算国际合作联合实验室开放课题（课题编号：[具体编号]）资助”, in English: "Supported by the Open Project of Joint International Research Laboratory of Silk Road Multilingual Cognitive Computing (No.*****)". The Laboratory has the right to publicize, promote, and apply the research achievements of the Open Projects to promote academic exchange and cooperation.
